Complete a full query before covered hiring

Before hiring a driver to perform an FMCSA-regulated safety-sensitive function, the employer must complete a full Clearinghouse query.

  3. 3Wait for the driver’s specific electronic consent and review the completed result before permitting covered safety-sensitive work.

Consent: The driver must provide specific electronic consent in the Clearinghouse for the full query.

Boundary: A road test may occur before the query under FMCSA’s stated conditions, but covered hiring and safety-sensitive work may not bypass the completed query.

What the Clearinghouse answers

The FMCSA Drug and Alcohol Clearinghouse is a secure online database covering CDL and CLP holders subject to FMCSA’s drug and alcohol testing program. Authorized employers and government agencies use it to determine whether a driver is prohibited from covered safety-sensitive work because of an unresolved violation.

It is not the same as SAFER, Motus, an MVR, a criminal background check, a public USDOT carrier profile, or a drug-testing consortium. Each system answers a different question.

As of the current official query-plan page, limited and full queries use the same `$1.25` flat per-query rate, query bundles do not expire, and the employer must purchase its own plan. Recheck the live official price before buying.

Four safeguards that prevent common mistakes

Use the exact federal domain

Begin at clearinghouse.fmcsa.dot.gov. Do not enter credentials or driver details into a page that only resembles the federal system.

Treat consent as query-specific

General limited-query consent and specific full-query consent are different. Employer designation of a C/TPA does not replace either one.

Track a rolling annual date

The annual duty is not simply “once during the calendar year.” FMCSA describes a rolling 365-day or other compliant 12-month period.

Do not confuse status with a public score

A prohibited status is a regulatory work restriction tied to the return-to-duty process. It is not a public safety score, BASIC percentile, or carrier rating.

Clearinghouse-II and prohibited CDL status

Since November 18, 2024, state driver licensing agencies must query the Clearinghouse during specified CDL and CLP transactions and remove commercial driving privileges when FMCSA reports a prohibited status. The downgrade remains until the driver completes the return-to-duty process and the official status becomes eligible.

A carrier lookup cannot override that result. Drivers should use the official account and state licensing agency for their own status; employers should follow the official query and removal-from-duty rules.

New registration identity checks in 2026

FMCSA states that, beginning April 27, 2026, new registrations for specified roles—including employers without Portal accounts, C/TPAs, MROs, SAPs, and invited assistants—must complete identity verification through a secure application. Existing role guides remain the safest starting point because the required path differs by user.

Never share a sign-in, one-time code, driver consent, or personal license details with USDOTData. We do not need them for a public carrier search.

Keep driver and carrier checks separate

The Clearinghouse addresses covered driver drug-and-alcohol violations. Use carrier identity, registration, authority, insurance, and safety records for their separate purposes.

Is the FMCSA Clearinghouse a public driver lookup?

No. The Clearinghouse is a secure federal system for authorized users. Detailed driver information is not a public carrier-search record, and full-query details require the driver’s specific electronic consent.

What is the difference between a limited and full Clearinghouse query?

A limited query reports only whether information exists in a driver’s record and uses general consent obtained outside the system. A full query can disclose detailed information and requires specific electronic consent inside the Clearinghouse. Every pre-employment query is a full query.

How often must employers query current CDL drivers?

Covered employers must query each current driver at least once within a rolling 365-day period or another compliant 12-month period. A follow-on query can reset the annual date when it meets FMCSA’s requirements.

What does a prohibited Clearinghouse status mean?

The driver may not perform FMCSA-regulated safety-sensitive functions until completing the return-to-duty process. Clearinghouse-II also requires state licensing agencies to remove commercial driving privileges while the status is prohibited.
