Build the file around the driver and operation—not a generic packet. This guide separates pre-driving checks, 30-day investigations, annual reviews, event-driven updates, and document-specific retention.

The reviewer must consider the current driving record and whether the driver continues to meet the qualification standards. Record the review date and reviewer identity; do not reduce the process to downloading a motor vehicle record.
